Gardeners / Lawn Maintenance - Do they clean up their Mess?

I was walking on my daily walk around our block when I noticed some lawn maintenance people pulling away in their pickup truck. They did a nice job on the lawn and trimming the bushes, but left a lot of leaves and tree droppings, plus grass clippings on the street in front of the house they just serviced. I had just walked past there a few minutes before and the street there was clean.
This apparently was not the first time they did this because I had noticed the same scattered leaves and grass at two or three houses in the past few days during my walks as I saw them driving away. Unfortunately for them (or maybe fortunately) they had no name on their little pickup truck.
I am surprised the homeowners paying for their services haven’t complained. I sure would if they messed up the street in front of my house and I was paying them.
Has anyone else noticed such non-caring action of gardeners leaving grass and leaves in front of the houses where they just cut the grass?
