Recycle Plastic Bottles? Yes? No? What Gives?

I was having a glass of fruit juice this morning when looking at the plastic bottle it came in I started thinking again why do only a few states recycle that plastic bottle? I live in California and CA was not on the label. Why could HI (Hawaii ), ME (Maine), and CT (Connecticut) recycle them and not California, or for that matter all the states?

It’s not that only a few states (I assume a lot of states recycle plastic bottles) seem to accept plastic bottles, it’s obvious that even of the common state abbreviations we normally see on the label they are not consistent, even on the exact same types of plastic bottles.

For example how can a plastic grapefruit juice bottle be acceptable in California, but an apple juice bottle made of the same type of plastic, by the same company not be recycled in California? This doesn’t make sense to me.

Is it that the producers never update the labels with the correct states?

Is it that some bureaucrat has tainted the law with some provision to help some special interest?

What gives? Please offer your opinions or the facts.
